FY Attention: Chapter assessment page

Hi all,

I wanted to point your attention to a good proposal on Meta [1] from
Delphine has initiated regarding chapter assessment. It is a first stab at
something that we've discussed during the Movement Roles process and thought
it would be good to have folks engage on it.
